1. EC CARES
    EC CARES is a program established to help preschool age children who have special needs including vision impairments, hearing impairments, autism, speech and language problems, motor impairments, severe social/emotional problems, and developmental delays receive appropriate educational services. First children are identified with special needs and their eligibility for educational services is determined. Then EC CARES links them to programs that can assist them to learn and develop.

2. EPIC Childbirth Education Center
    Comprehensive programs embracing all phases of child bearing from early pregnancy to supportive child birth and newborn parenting, sibling preparation and support groups for pregnant women, and moms and dads with newborns. Education, consulting and referral services, with ongoing classes, workshops and public events. Programs are designed to complement your health-care teams/practitioners. Also have related books for sale. Sliding scale fees for some programs.

3. Early Childhood CARES
    EC CARES provides appropriate educational services to children with special needs. Anyone can make a referral to EC CARES. A library of books and videos is housed at the Health Information Center (see individual listing).

4. Early Education Program
    Preschool for Lane County children 2 1/2 - 5 years old with and without special needs. Emphasis is on teaching expressive and receptive language skills in small groups. There is a fee for typically developing children. Activity based instruction with small teacher/child ratio. Classes also in Sheldon area, Springfield, Thurston, Veneta, Santa Clara, Creswell Bethel, Churchhill/Bailey Hill and South Eugene Area. $120/mo for preschool. Call for specific information.

5. Easter Seals Oregon
    Therapeutic recreation pool, swimming lessons, Camp Easter Seal , financial assistance up to $100, equipment loan program, Post-Polio support group and Parent's Night Out (Friday respite service for children and their siblings). Aquatic Center phone: 686-9290. Information and referral services.

6. Easter Seals Oregon - Aquatic Center
    Warm water therapeutic pool for individuals with disabilities or those needing rehabilitation. Instructed exercise classes and swimming lessons available. Call for information packet.

7. Easter Seals Oregon - Camp Easter Seal
    Camping experience for ages 6-seniors. Sessions are broken down into age, physical, developmental and multiple disabilities. Please contact camp registrar for more information.

8. Easter Seals Oregon - Parent's Night Out
    Respite care for disabled children and their siblings (disabled or not). Activities include swimming, crafts, and a movie. Dinner is provided after swimming. Write or call for an application. Application must be pre-approved to use service.

9. Easter Seals Oregon - Post Polio Program-Eugene Chapter
    Post Polio Program provides information, referrals and peer support to anyone concerned about the late effects of polio. Call or write Easter Seals of Oregon/Portland Center to be placed on the Post-Polio mailing list and to receive an information packet. There are 14 chapters statewide, one in Eugene which meets at the Hilyard Center. Program hours are Monday-Friday 8-5; Center hours are Monday-Thursday 8:30-5, and Friday 8:30-4.

10. Easter Seals Oregon - Wellness Program
    A program offering a variety of services, including therapeutic massage, exercise, classes, support meetings, social events, educational and informational talks and seminars and on-site physical therapy services.

11. Educational Solutions
    Provides learning disabilities testing and educational assessment of adults and children.

12. ElderCare Resources, Inc.
    Geriatric care management, guardianships and conservatorships, in-home provider program/caregiver services, foster home referral program (free to client), assessments (free to client), consultations.

13. Emerald Adventist Community Services
    Provides food boxes, dishes, clothing and bedding in emergency situations. ID is required for food boxes. Food bank open all year; clothing center open September through May. Food bank located at 439 W 1st Avenue, Eugene, Tuesday 10-1:30; clothing, etc. Tuesday 10-12, 1-2:30 at 90 Lawrence Street.

14. Emerald Council of the Blind
    Provides economic and social betterment, financial aid, and information and referral. Legally blind and other interested persons are eligible. Scholarships available only to legally blind persons and their children.

15. Emerald Empire Council on Aging
    Organize volunteers to work with non-profit organizations. Areas include Eugene, Springfield, Oakridge, Cottage Grove and Junction City.

16. Emerald Kidsports
    Team sports for children enrolled in grades K-12. Fall season: football and soccer. Winter season: volleyball and basketball. Spring season: soccer. Summer season: baseball, softball and T-ball. Any child can participate regardless of athletic ability. Scholarships are available. Participation and fun are stressed over competition. Eugene office: 2190 Polk Street, Eugene, OR 97405. 17. Emerald People's Utility District - Helping Hand
    EPUD's financial aid program for EPUD's customers. Salvation Army administers this program with referrals from EPUD. Call the credit department at EPUD for referral. Open February through April.

18. Emerald Valley Special Olympics
    A non-profit volunteer group providing a year-round sports training program for the mentally handicapped to help them achieve health, growth and confidence. Outreach in Cottage Grove, Florence, Albany, Corvallis, Lebanon and Sweet Home.

19. Emmanuel Credit Management
    Provides debt retirement, money management, and check writing programs on a monthly basis. Offers a free initial informational appointments. ECM is approved by Social Security to be a designated payee for recipients needing this service.

20. Emotions Anonymous
    EA is a '12-step' sharing group for all who wish to become well emotionally. 'We are all equal. No one is more important than another.' Meetings are held at McKenzie - Willamette Hospital, Metolius Room.

21. Engelmann - Becker Learning Center
    Offers individualized tutoring and a variety of academic instruction for all ages.

22. English Language Program
    Provides English language instruction for Spanish-speaking adults.

23. English as a Second Language Program
    Offers non-credit, open-entry/open-exit classes to non-native students 16 or older who wish to learn English. Beginner, intermediate, and advanced courses are available. Instruction stresses practical, functional language use, as well as moretraditional approaches to grammar, reading, and writing. Students16-18 must obtain a referral/release form from their local high school before attending.

24. Epilepsy Foundation of Oregon
    Community education about epilepsy; school alert; information and referral; lending library: books, videos; emergency medication program; advocacy; parent support network; volunteer opportunites; adult support network.

25. Eugene (City) - Community Gardens
    Provides organic gardening space at five sites around Eugene (Whiteaker Garden at N. Polk, Mathews Garden at 15th and Hayes, Alton Baker Park, Amazon Garden at 28th and High, and behind the River House). Applications are accepted beginning March 15. Plots are distributed on a first come, first served basis. Scholarships provided.

26. Eugene (City) - Echo Hollow Pool
    Offers a variety of recreational activities for all ages. Activities include: fitness, land aerobics, deep and shallow aquatic aerobics, swimming lessons and lap swim. The Eugene City Swim Club meets at Sheldon. The fitness center includes a full range of weight room equipment, stair stepper, and free weights. Childcare: 5:30p-7:30p, $2/hour. Hours of operation: M,W,F 5:30a-8:30p; Tu,Th 7:30a-8:30p; Su 11:30-3.

    In conjunction with Springfield Fire and Life Safety, provides the pre-hospital care and ambulance transportation for Eugene/Springfield metropolitan area and Central Lane County. This includes emergency response through the 911 system and prearranged transports for those unable to be transported by other means.

29. Eugene (City) - Human Rights Commission
    Provides policy advice to Eugene City Council, information and education to community on issues concerning human rights, with particular focus on people with disabilities, religious and ethnic minority community members, the aging, youth, women, the homeless, low income, gay men and lesbians. Trains and coordinates Human Rights Support System Advocates to provide information, support, and referral assistance to individuals who feel they have experienced harassment or discrimination in Eugene.

    Educational process and referrals for long-term counseling for juvenile fire setters.

31. Eugene (City) - Library, Recreation, & Cultural Services
    The City of Eugene offers a wide range of recreational activities and opportunities to ages preschool through adult senior years. Preschool education and before and after school care available.

32. Eugene (City) - Library, Recreation, & Cultural Services -Specialized Recreation
    Information and referral for persons with disabilities, provide recreation activities and accessibility information to people who need assistance with participation in recreation activities or reintegration into community life. Programs and activities are designed to serve individuals in the 'least restrictive' atmosphere. Non-disabled family members and friends are welcome to participate.

33. Eugene (City) - Neighborhood Program
    Works with neighborhood organizations and community groups on neighborhood issues. Meeting times published in civic calendar section of the Register Guard.

34. Eugene (City) - Non-Emergency Transport System - NETS
    The non-emergency transport system is an ambulance service carefully designed by the Eugene Fire Department to meet the needs of these patients whose medical conditions do not warrant a paramedic ambulance. NETS will transport patients to doctor's office, clinics and other healthcare facilities.

35. Eugene (City) - Permit and Information Center
    Assists with the issuing of various permits and licenses, including residential and commercial building permits, specific parking zone permits, business licensing, land use and various others permits. Office open from 8-5 for non tech services and 11-5 for tech services.

36. Eugene (City) - Petersen Barn Community Center
    Bethel Family Center runs activities such as bingo, breakfast, kid's garage sales, etc. Bethel Teen Court (an alternative to juvenile justice system) provides an opportunity for youth to participate in building a better community.

37. Eugene (City) - Petersen Barn Community Center - Senior Program
    Provides potlucks, trips, classes, dinners, blood pressure clinics, seminars, cards, and games for seniors. Seniors 55 years of age and over are eligible. Blood pressure clinic, 2nd and 4th Tuesday 10-12. Accomodations for different disabilities.

38. Eugene (City) - Planning and Development Department
    Facilitates development and improvement in the downtown area through parking, marketing, and retail/office development and recruitment; implements community development activities in the neighborhoods including administering Block Grant funding; provides financing for local small businesses; promotes low-income/elderly housing; manages city-owned properties; facilitates renovation of historic properties; manages the neighborhood program.

39. Eugene (City) - Police Department - Crime Prevention
    Provides crime prevention services, as well as public safety and community relations services, including: Block Home program, Neighborhood Watch program, department tours and school presentations, assistance resolving community safety problems, telephone and walk-in reports, information and referral, and volunteer program management.

41. Eugene (City) - Police Division - Whiteaker Public Safety Station
    Provides information and referral services, public safety services (emphasis on prevention), and a variety of educational presentations. This is a City of Eugene, Eugene Police Deptartment (neighborhood-based police station), in cooperation with Whiteaker area residents.

42. Eugene (City) - Pool Patrol
    Pre-employment and training program for youth ages 13-15. Recruiting low-income, minority, and at-risk youth for a junior lifeguard program with the City of Eugene Recreation Division. We provide uniform supervision and training for a selected number of youth. This is a volunteer program with an emphasis on providing the training necessary for youth to qualify to become certified lifeguards and swim instructors. This program offers year-round opportunities. If you like the water, enjoy working with the public and are seriously interested in learning usable job skills, then give us a call.

    A weekly activity group for individuals who have had a stroke.

44. Eugene (City) - Public Library
    Provides books, videocassettes, audiocassettes, books on tape, magazines, and reference service. Conducts story hours and other programs for children. Provides bookmobile and home bound services. There are two Macintosh computers available for public use which are free on a sign-up basis. Call for Bookmobile schedule.

45. Eugene (City) - Public Library - Homebound Program
    Provides trained volunteers who bring library materials (large-type books and other materials) to the homes of individuals who are unable to visit the library because of age or disability. Certifies individuals for the Talking Book and Braille Service based on visual or physical disabilities at the state library in Salem. Fees are: $70/yr for out-of-district residents, $40/6 months.

46. Eugene (City) - Public Library - Literacy Services
    Literacy Services maintains a SkillBuilder collection of books, videos, and audio tapes to support adults who are learning basic English reading, writing and math skills. Literacy Services also provides referrals for adult learners and volunteer tutors to Lane Community College, The Literacy Council of Eugene-Springfield, and other literacy service providers. The BookGivers program collects and distributes donated books to children and adults at homeless shelters, meal sites, low-income housing developments and other service agencies. The Read With Me program provides children in crisis situations with handmade bookbags filled with a new book, paper, crayons and activities.

    Provides information, referral and assistance to citizens of Eugene, visitors and tourists regarding municipal business and services.

48. Eugene (City) - River House Outdoor Program
    Provides challenging outdoor activities to youth, teens, and families of all income and ability levels. We can schedule classes as well as specialized contract programs providing rock climbing, rafting, ropes courses, and other outdoor oriented activity to groups from any non-profit agency. Costs of the programs vary according to number of instructors, transportation, equipment provided, etc. Pre-registration required for activities.

    Showers: $0.50. Towel: $0.50. $2.50/visit for the use of the pool and weight room. Massage available. Childcare is provided at $3/hr for 1-21/2 year olds and $2/hr for 3-5 year olds. Monday,Wednesday,Friday 5:30a-8:30p; Tuesday,Thursday 6:30a-8:30p; Saturday 9:30a-3:30p.

    Offers a variety of recreational activities for all ages. Activities include: fitness, dance, special interest activities, children's after school child care, preschool education, special events, and more. The fitness center includes a full range of weight room equipment, stair stepper and free weights. Gym open on availability basis for drop-in basketball. Recreation room available for a fee for pool, foosball, ping-pong and video games.

    Provides brochure materials and referrals. A 'Guide to Opening a Business' manual is available at $13.50 from the Chamber of Commerce.

53. Eugene City - Police Activities League (PAL)
    Youth mentoring program linking cops and kids. Free and open to all Eugene youth between ages 7-15. Recreation, sports, cultural activities. Supports youth and families to make positive use of their leisure time. Meets Monday 7-7:30p.

54. Eugene Community Building Alliance
    1) Low-income neighborhood organizing and program development of resident-based initiatives (Whiteaker neighborhood in particular). 2) Client and homeless people's issues and identifying innovative collective solutions. 3) Advocacy for low-income clients and homeless people's participation in program development, direction and implementation of agency activities affecting low-income populations.

55. Eugene Hearing and Speech Center
    Offers audiological (hearing) evaluation and rehabilitation services, including evaluation of central auditory processing, speech-language, and swallowing disorders for all ages.Provides services related to hearing aids, such as selection, fitting and repairs. Provides rehabilitation services relating to strokes, laryngectomies, voice disorders, stuttering, swallowing, language and articulation problems.

56. Eugene Hearing and Speech Center
    General services include audiology, speech and language, cognitive, aphasia, stuttering, dysphagia (swallowing), nonverbal assisted communication, alaryngeal, and voice services. Types of services provided include: screening and diagnostic evaluations, special diagnostic procedures, treatment of full range of communication disorders for every age, consultations-workshops-inservices, support groups for adults, hearing aid prescriptive, fitting and repair and speech/voice assistive communication devices and supplies. 57. Eugene Hearing and Speech Center - Adult Communication Club/PALS
    The Adult Communication Club is for adults who have experienced a stroke, head injury or brain surgery/illness that has caused a speech or other communication difficulty. They meet informally each week in a group facilitated by volunteers. The group typically is for those who have already completed speech therapy and who wish to continue social interactions with other persons with shared experiences. PALS meets on Thursdays 9:30a and is directed by a staff speech and language pathologist. Charge is $25/month.

58. Eugene Hearing and Speech Center - Laryngectomee Support Group
    Support group for laryngectomees (voice box removed due to throat cancer) and their family and friends. Emphasis is on speech practice and information sharing with regard to changes as a result of laryngectomy. Spouses included for information sharing. Social times offered and guest speakers invited.

59. Eugene Hearing and Speech Center - Progress in Adult Language Skills
    Group meets with a Speech/Language Pathologist; gives participants a chance to enhance language and speaking skills. Adults with various types of communication disorders participate in varied activities, according to their comfort levels, to enhance communication while enjoying the process.

60. Eugene Hearing and Speech Center - Spasmodic Dysphonia Support Group
    Support group for persons diagnosed with spasmodic dysphonia and their family and friends. Emphasis is on information sharing with regard to the disability, treatment, and methods that others have found helpful for coping with changes as a result of the condition. Spouses are included for information sharing. Social time is offered and guest speakers invited.

61. Eugene Mission
    Provides emergency housing for men, women, and children. Includes meals, beds, bath facilities, haircuts and day room as long as there is a need. $2/night after 3 nights. Work may be performed in place of the fee.

62. Eugene Public Library
    Provides books, magazines, newspapers, videotapes, books on tape, CDs, large print books, and reference service. Offers a collection of adult low reading level materials, English as a Second Language materials, GED materials, vocational materials,and information on learning differences. Provides literacy referrals. Offers youth and adult programs, bookmobile service, homebound delivery, public Internet access, interlibrary loan service, and a computer and typewriter for public use.

63. Eugene School District 4J - Educational Support Services
    Provides educational services and special programs for handicapped, minority and gifted students. Children in grades K-12 and certain preschool children are eligible.

64. Eugene School District 4J - Indian Education Program
    A federally funded program designed to meet academic and cultural needs of Native American and Alaskan-native children enrolled in Eugene, Bethel and Fern Ridge, Lowell, Junction City, Creswell public schools. Provides student tutorial assistance, culturally related activities for students and families, curriculum resources to teachers, home-school liaison services, career awareness and scholarship information.

65. Eugene School District 4J - Multicultural Education/Equity Program
    Multicultural education helps foster awareness, acceptance, and appreciation of our diverse culture through improved, sensitive curriculum. The multicultural council provides information about the contributions of Hispanic/Latinos, Asian Americans, African Americans, and American Indians in shaping contemporary American society, politics, and culture and gives direction in the most appropriate methods of disseminating this knowledge. Multicultural training services are offered for 4J teachers and staff.

66. Eugene School District 4J - Opportunity Center
    High school completion program with a Young Parent Program and day care services for the student's children.

67. Eugene School District 4J - School Based Health Centers
    Maintains a health services program to prevent and control communicable diseases, and eliminate or minimize health problems that interfere with students' effective learning. 4J provides students with physicals if their families cannot make other arrangements. In special situations may provide dental and vision care, new and/or used clothing, and information on obtaining help with other health-related problems. Contact school nurse where student attends.

68. Eugene Water and Electric Board - Energy Share Program
    Provides financial help with utility bills for low-income families of the Eugene Water and Electric Board service area who have received a final notice. Catholic Community Services administers this program; 1095 W 7th Avenue, Eugene, OR 97402.

69. Eugene-Springfield Shrine Club
    Medical treatment for orthopedically impaired and burn victims. Shriners cover all costs. Patients must be treated in a Shriners' Hospital facility for us to cover costs. Also provides financial assistance to obtain braces and other orthopedic equipment. Contact Konrad at 485-0344 or Bob at 683-3230 and complete application, with doctor's statement which is sent to Portland for okay. This can be by-passed in an emergency. Treatment is arranged in Shriners' Hospital in Portland, or patient may be flown to Burn Centers in Galveston, Texas; Spokane, Washington; or Sacremento, California.
